Knowledge, training, and equipment needs not being met effectively by government agencies, the private sector, and the community themselves was the fuel from which OPS15 was born. OPS15 is a network of professionals whose individual experience, knowledge, and contacts have proven influential in the decisions that are made in the international response community make relative to technology and training they receive as well as the techniques they deploy.
We are driven by current "real world" tactics, techniques, procedures, cutting edge and field-tested technology and experience-developed methodology to best prepare and equip operators in the field in both the public and private sector. Our approach is peer-to-peer, operator-to-operator, and our motto is “Unconventional”. We are leading the way to prepare, respond, and mitigate current and future threats through educated decisions and positive action. That action starts with OPS15.
Course ID: OPS COUNTERIEDDISMOUNTEDOPERATIONS
The CIEDDOPS course was created to enhance each operator's capabilities to prepare for, respond to, and mitigate an IED threat utilizing an advanced training methodology. This is accomplished through supplying each individual operator's toolbox with innovative and proven techniques from a global operational perspective. Tools and technologies will be highlighted which were selected specifically to compliment the CIEDDOPS mission. Upon completion of this 80-hour course, operators will be better prepared to respond to the following mission objectives. This course can be customized to meet specific training needs based on available time and objectives.
The following set of mission objectives have been identified as capability gaps within the operator community.
Course ID: OPS SWATINTEROPERABILITY
The EOD/SWAT Interoperability Course is an intensive 40-hour course based on real world operational experience and proven methods. This hands on approach is designed to prepare operators to understand and respect both the ballistic and IED threat while developing a skill set to operate in a Counter IED environment safely and effectively.
Threat Overview and Assessment
Understanding the current threat is key to preparing to mitigate it. We will discuss trends and challenges we face today and will face in the future. Proven methods and techniques developed and practiced both in the US and abroad will be shared to properly prepare operators for the Counter IED mission.
Tools & Technology
Some of the most advanced technology available today will be demonstrated and or discussed relative to Counter IED missions. A highly trained operator armed with the appropriate gear is not only a more effective operator but a force multiplier as well. Micro UGV's (Unmanned Ground Vehicles) and dismounted kit will be demonstrated to assist in the enhancement of each operator's capabilities.
Counter IED Threats & Tactical Movements
Swat operators will become familiar with basic explosives knowledge and the IED threat. EOD operators will develop rapid threat assessment skills and practice Fast Action Hand Entry Techniques developed by our Israeli operators and practiced successfully here in the US on operations including the “Boston Marathon Attack”.
High Stress Operational Scenarios
To properly prepare one must train as you fight. Standing around wondering what to do is not an option in the real world and will not be an option here. OPS15 will push operators through stress-induced scenarios that will simulate those faced on real world operations. Failure is not an option so we will crawl before we walk, but make no mistake, we will be running by day 5.
Course ID: OPS HOMEMADEEXPLOSIVESOPERATIONS
The HME Operators Course is an intensive 40-hour course based on a solid chemistry foundation. The hands on approach is designed for operators to become familiar with recommended tools and techniques and upon completion be confident in responding to and mitigating an incident involving HME.
Chemistry of Explosives
Classroom lectures on the science, synthesis, manufacture, safety, and mitigation of HME and the availability of HME precursors. Interactive chemist led safety conscious evolution where participants manufacture secondary energetic materials in the field from readily available precursors. These materials are then tested and sampled and detonated on the range.
Current Threats & Trends
Real world case studies are discussed peer-to-peer in an open forum and actual scenarios are presented for participants to talk through an operation prior to the scenario based training evolutions. An in depth lesson on improvised detonator construction and detonator diagnostics will provide operators with a solid understanding of HME threats and challenges.
Identification of Hazards & Evidence Collection
Recommended tools are discussed along with all options available to properly identify hazards and non-hazards. New ways to use traditional gear will be demonstrated along with safe and effective evidence collection techniques for legal prosecution.
Render Safe Tools & Techniques
Development of an OPS15 recommended logic tree approach when operating in a permissive or non-permissive environment. Proper utilization of purchased equipment and improvised tools to properly and safely conduct render safe operations. Recommendations on explosive tools and downrange considerations to effectively mitigate known and unknown hazards.
Course ID: OPS CBRNESCENARIOBASEDTRAINING
The OPS15 staff delivers challenging scenarios based on mission objectives, capability requirements, and real-world events that are designed to meet the team's specific goals and objectives. Our experienced instructor cadre will challenge the most advanced teams through a building block approach.
Multiple disciplines will be engaged to include:
The scenarios range from TIC/TIM to warfare agents and clandestine laboratories. Access to information gained by other responding personnel such as EOD teams will be made available for real time intelligence gathering and training missions are customized to meet linear or asymmetrical operations.
Course ID: OPS NARCOTICSFIELDTESTINGCERTCOURSE
Develop the ability to perform presumptive field testing of narcotics safely and effectively utilizing a proven system and set of recommended tools. Participants will get hands on training with current technology and understand the limitations and options available to them.
