Safeware, Inc. awarded NASPO ValuePoint cooperative contract for Rescue & Public Protection Equipment
Single-award Master Agreement led by South Carolina expands streamlined purchasing for eligible public entities nationwide.
Lanham, MD – December 23, 2025
Safeware, Inc. today announced it has been awarded the NASPO ValuePoint Rescue & Public Protection Equipment Master Agreement, a single-award cooperative contract established through NASPO ValuePoint’s lead-state model with the State of South Carolina serving as the Lead State Agency.
Under the NASPO ValuePoint portfolio, the Master Agreement is available to eligible public entities, including state and local governments, institutions of higher education, political subdivisions, and other qualifying organizations subject to approval by individual state procurement leadership and applicable local requirements.
“Public safety agencies need dependable, contract-compliant ways to source mission-critical equipment without slowing down operations,” said Rick Bond, Chief Revenue Officer of Safeware. “This NASPO ValuePoint award is a meaningful addition to our national cooperative contracting options, giving states and eligible public entities another straightforward path to procure the solutions they need when they need them.”
Equipment available through the portfolio
The portfolio includes four primary product categories—Rescue Equipment, Hazmat Equipment, Intervention Equipment, and Decontamination Equipment.
Within the Scope of Work, allowable equipment includes (among other items):
- Personal Protective Equipment (PPE) such as respiratory protection, protective suits, and related PPE components
- Explosive device mitigation and remediation equipment such as bomb suits and related tool kits
- CBRNE operational and search-and-rescue equipment including rope/rescue gear, thermal imaging tools, portable lighting, air lifting tools, shoring equipment, and hydraulic cutting/spreading tools
- Detection equipment including chemical and radiation detection instruments and associated sampling and calibration items
- Decontamination equipment such as personal and mass decontamination kits, shelters, and portable showers
- Intervention equipment such as evidence collection and crime scene processing tools and tactical entry tools
- Power equipment such as batteries, fuel cells, solar charging, chargers, electric cords, and power chair chargers
- Physical Security Enhancement Equipment including blast-resistant receptacles, long range acoustic devices, radar detection, hardened doors and barriers, protective security window film, and perimeter solutions such as bollards and gates
NASPO ValuePoint cooperative contracts are designed to benefit eligible entities in all 50 states, the District of Columbia, and U.S. territories. Participation is typically enabled when a state (or other eligible Participating Entity) executes a Participating Addendum (PA) with the contractor; the specific terms for that state or entity are handled through the PA process.
“As incoming president, I’m focused on ensuring our public-sector customers have practical, compliant ways to procure what they need,” said Mary Pelfrey, Incoming President of Safeware. “This award reflects a commitment to serving agencies across the country with a clear scope of equipment categories and a cooperative pathway they can adopt through their own procurement process.”
The contract is structured as a category/catalog discount model, supporting purchasing based on Safeware catalog price less contracted discounts. Pricing is established at the time an eligible public entity places an order, and the Scope of Work also outlines how price adjustments and documentation requirements are handled.
