NASPO ValuePoint has established a new Rescue & Public Protection Equipment portfolio through its cooperative purchasing program and lead-state model, with the State of South Carolina serving as the Lead State Agency. Safeware, Inc. has been awarded the resulting single-award Master Agreement, providing participating states a competitively sourced contract vehicle for qualifying rescue and public protection equipment.
Who can use this NASPO ValuePoint Contract?
The Master Agreement may be used by eligible public entities—including state governments (departments, agencies, and institutions), institutions of higher education, and political subdivisions (such as counties, cities, school districts, and colleges), as well as the District of Columbia and U.S. territories—subject to approval by each state’s procurement authority and compliance with applicable statutory and regulatory requirements.

What is NASPO ValuePoint and how does it work?
NASPO ValuePoint is the cooperative contracting division of the National Association of State Procurement Officials (NASPO). It uses a “lead-state” process where one state conducts the solicitation and contract award with support from a multistate sourcing team, then other eligible public entities can access the resulting Master Agreement through their own participation steps.
Is this contract available in my state?
Potentially—availability depends on whether your state (or eligible entity) executes a Participating Addendum (PA) with the awarded contractor (Safeware). The RFP notes that “Interested States” listed in the solicitation do not guarantee a PA will be executed, and states/entities not listed can still execute a PA.
What is a Participating Addendum (PA)?
A Participating Addendum is a contract that references the Master Agreement and is executed between Safeware and a participating entity; it can include entity-specific requirements and terms.
What product categories are included?
The Scope of Work is organized into four primary lots:
Correctional Security Equipment
Hazmat / Fire Equipment
Rescue / Fire Equipment
Law Enforcement Equipment
Within those lots, examples of covered solution areas include (among others) explosive device mitigation/remediation, CBRNE operational search & rescue, detection, decontamination, and physical security enhancement equipment.
How are prices structured (catalog discount)?
This contract uses a category/catalog discount approach: pricing is structured as a percentage discount off Safeware’s catalog list price (with the list price shown first, then discount, then final price). The quoted discount percentage remains in effect for the contract period, and deeper discounts may be offered (but the original discount rate cannot be lowered).
If trade-ins are allowed for the purchasing entity, the trade-in value is deducted from the current price before the discount is applied (per the ordering formula in the Scope of Work).
How do I request a quote and what info should I provide?
Simply fill out the Request A Quote form shown on the NASPO contract page on the Safeware website. You will be required to provide your name, company, email address, compnay address, phone number, industry, as well as the message describing your needs or questions.
Can local agencies/corrections/higher ed use it?
Often, yes—subject to state law and approval by the appropriate procurement authority. The terms specifically note that eligible entities may include political subdivisions/public agencies/service districts; public and private educational institutions (including K-12 and higher education); federally recognized tribes; quasi-governmental entities; and eligible non-profit organizations.
Also, the PA will identify which “Purchasing Entities” are eligible to purchase under it.
What are the Contract term + lead state details
The solicitation was issued by the State of South Carolina as the Lead State. The RFP Overview states an anticipated initial term of one (1) year, with the option to renew for four (4) additional one-year periods.
